Do all clients receive PUSH notifications ?

The customer can receive notifications if he has activated them when paying for the order. When he clicks the button, the browser asks him for permission for this. If he refuses, he will have to modify the preferences of his browser to authorize them during a next order.

Notifications through the browser are only available on Android. On iOS, Apple has not yet enabled this option for browsers, so it is not possible to receive notifications.
